The Executive Yuan of Taiwan has approved a draft bill for referendum absentee voting, allowing eligible voters to apply for absentee voting through a transfer voting system to protect their voting rights. The new law, in accordance with Article 25 of the amended Referendum Act, aims to facilitate voting for those unable to return to their place of registration due to various reasons. The Central Election Commission will implement the absentee voting method to ensure secrecy and fairness, with an application system open to all eligible voters until 60 days before the voting day. Additionally, an online application system will be established for voter convenience, including options for residents in remote areas to apply for transfer voting within the same county or city.

The Taiwan Lantern Festival 2024 will be held in Tainan on February 3, featuring lantern areas in Anping and the High Speed Rail (HSR), covering a combined area of about 50 hectares. The Anping Lantern Area will be open from February 3 to March 10, while the HSR Lantern Area will be open from February 24 to March 10. The HSR lantern area, spanning about 28 hectares, is located around the International Convention Center Tainan (ICC Tainan) and consists of three main sections: the main exhibit, ＂Light in the City,＂ and a ＂green-energy＂ zone. The main exhibit will have 11 themes, while ＂Light in the City＂ will guide visitors through Tainan’s 400-year history using sound, light, and art. One of the main attractions in ＂Light in the City＂ is the art installation called ＂Infinity Cube,＂ a 16-meter-high structure funded by Taiwan Semiconductor Manufacturing Company (TSMC) at a cost of over NT$10 million. The Infinity Cube is made up of thousands of mirror-reflective plates, creating diverse visual effects that reflect the surrounding environment during the day and illuminate the city at night. Tainan Mayor Huang Wei-che expressed gratitude to TSMC for its sponsorship and believes it will attract more visitors to the festival. TSMC sees this artwork as an embodiment of its ESG vision, focusing on green manufacturing, responsible supply chains, a diverse workplace, talent development, and caring for the underprivileged.

The National Comics Museum in Taipei is set to launch its inaugural exhibit on December 23, offering comic enthusiasts a new destination for artistic exploration. Situated in the former staff quarters of the Taichung Prison, the museum gained approval from the Executive Yuan in April. The eastern site of the museum, comprised of 15 Japanese-style buildings, currently features eight main themed exhibitions and three focal areas. Another attraction is ＂Barkley The Cat,＂ an area adorned with whimsically scattered kitten patterns. Visitors can enjoy ＂Jia Ramen＂ at Dormitory No. 12, designed for dining while enjoying Taiwanese comics. The northern site of the museum, featuring a new main building, is scheduled to open in 2029. The museum is eagerly anticipated by comic lovers across Taiwan as a celebration of the vibrant world of comics and animation.

A meteorologist predicts a cold front will bring lower temperatures and possible snowfall in high mountain areas of Taiwan. Temperatures in Taipei could drop to 9.5 degrees Celsius, meeting the standard for a cold wave. Areas north of Miaoli County and the Huadong Valley may see temperatures below 8 degrees Celsius. The weather in areas north of Hsinchu and in Yilan will be damp and cold throughout the day. Snowfall is expected in Taipingshan, Lala Mountain, and Shei-Pa National Park, with Yangmingshan possibly experiencing sleet or rain mixed with snow. The Tainan City Government announced on Friday (Oct. 13) plans to open inner lanes and allow direct left turns to scooters and motorcycle riders at 31 intersections on Zhongzheng Road and Fuqian Road in the West Central District. Starting from Oct. 28, a six-month trial period will take place, during which ＂hook turn＂ waiting areas will be retained.
